Training Centre, I have to recommend Mr. T. R. Rowell, European Master, but this promotion would not take effect till 1st August,

1939, by which date plans should be sufficiently advanced to enable

Mr. Rowell to enter upon the duties of the new post.

All these officers are considered to be qualified for promotion to the posts for which they are now respectively recommendoć

4. The promotion of Mr. G. E.S. Upsdell will involve the

passing over of Mr. C. Mycock, Senior Master, whose qualifications I consider do not warrant his promotion beyond his present grade, and the promotion of Mr. T. R. Rowell will involve the passing over of Messrs. Richards and Reeve, who, I consider, are satisfactory as teachers but do not quite possess the necessary qualities for administrative work.

All these three officers have made representations to me protesting against being passed over. I enclose for your information copies of the replies sent to them by my direction after I had again taken their cases into review.
